Kadir blamed the GRE for his death and stole a file, codenamed "Tempest". At some point, he asked the Global Relief Effort (GRE) evacuate his younger brother, Hassan, for he wouldn't be able to survive the virus as he was in a wheelchair, but Hassan died in an infected attack before the evacuation was initiated. There is a hint of generosity in his investing.ĭuring the spread of the Harran Virus, Kadir was hired as a political figure ( could be because of the respect he gained in the military or perhaps familial heritage, one of his parents might've been a political figure though nothing is known ) and was tasked with maintaining peace in the city. After the outbreak, he spends his money hiring survivors to make him weapons, armor and other goods he can provide to his men and to himself. It is an important detail that most of Rais' fundings went into the Slums, the poorest part of Harran, such as his tower and the Garrison, as well as trying to prevent the bridge's downfall ( Note #12 ) but it was unfortunately inevitable and he was well aware of it. At night, his flags are highlighted by lights while most of Harran is in total darkness, a symbol of his power and the fact he is the self-proclaimed king of Harran. We cannot deny his tower, more specifically his Headquarters, the tallest building in the slums, an unfinished skyscraper. He was wealthy, possibly to his many years serving in the military, allowing him to create multiple bases such as apartment complexes including the Garrison, controlling The Museum and many other facilities under his role most likely before the inevitable outbreak, making him a most important source of funds and support for Harran. Note #12 indicates he as a former military colonel, which automatically indicates Suleiman has served the military for over 22 years ( that is approximately how much it takes to gain the position, then serve as a colonel for 4 years, unless he retreated during his service as a colonel due to the outbreak ).
